Toggling means the output of flip flop changes after applying each clock pulse. That means suppose the current output is 0 then after applying clock pulse it will become 1. And it will keep on changing till clock pulses changes.
Condition for toggling in JK flip- flop.
1) Both J and K input of flip flop should be high.
2) Flip-flop should be either edge triggered or level triggered.
