What will happen if CT secondary is open during load condition?

If the current is flowing in primary & the same time the secondary of a current transformer is open then the voltage at the secondary winding is abnormally high and it can damage the insulation and result in fire. The magnetomotive force produced at the secondary will produce high exciting current and resultant large flux density producing an extremely high voltage to the secondary of the CT.
